Michael Keyser

Chief Executive Officer

Mike Keyser is in his fourth year as CEO of NRCO, where he leads a team of renewables developers and analysts providing market intelligence and project origination services to 24 electric cooperative members across the country. Prior to NRCO, Mike spent 11 years as CEO of BARC Electric Cooperative in Virginia and five years in American Samoa, as CEO and General Counsel of the American Samoa Power Authority. Mike holds a bachelor’s degree in business from Washington State University, a law degree from Seattle University School of Law, and a black belt in Lean Six Sigma from Virginia Tech.

Todd Bartling

Todd Bartling

VP of Renewables Development

Todd Bartling is the vice president of Renewables Development for National Renewables Cooperative Organization (NRCO). Bartling joined NRCO in March 2009. In his current role, he is responsible for the development, structuring, financial valuation, risk assessment, origination, and deal negotiation of renewable projects for NRCO members. He also contributes to NRCO’s emerging technology review and various member publications.

Prior to joining NRCO, Bartling held the positions of director of Member-Client Services and director of Structuring from 2007 to 2009 at ACES. His responsibilities included assisting utilities and independent power producers in managing their resources and loads in the wholesale markets, analyzing power and natural gas hedging strategies, and valuing generation assets. Bartling also started the financial transmission rights analysis function at ACES, which resides in the Transmission department.

Prior to working in the energy industry, Bartling worked in IT consulting and investment banking, where he was responsible for analyzing the bank’s $11 billion fixed-income portfolio. Todd is a Chartered Financial Analyst (CFA) with a Master of Business Administration degree from Indiana University’s Kelley School of Business.

Michael Loenen

Senior Renewables Developer

Michael Loenen is the Manager of Renewables Development at NRCO. He joined National Renewables Cooperative Organization (NRCO) in December 2016. Michael is responsible for managing the development of wind, solar, and battery storage projects, maintaining relationships with industry players, and researching emerging trends in renewable energy.

Prior to joining NRCO, Michael worked at ACES from 2000 to 2016, primarily in the role of Director of Origination. There, he led origination and trading of financial and physical power, short and long term, as well as generation assets, in ERCOT, SPP, MISO-South, and WECC.

Michael holds a Bachelor of Science degree in Mathematics from the University of British Columbia (UBC), a Master’s degree in Economics from UBC, and an MBA from the University of Alberta with a specialization in Energy Economics.

Scott Bradtmiller

Renewables Developer

Scott Bradtmiller joined the National Renewables Cooperative Organization (NRCO) in September of 2017. As a Renewable Energy Analyst, Scott was responsible for providing research and analysis to NRCO staff and members on renewable portfolio standards, power markets, and renewable energy technology.

Scott was promoted to Renewables Developer in August of 2020 and is responsible for leading solar, wind, and battery developments on behalf of NRCO’s cooperative members, presenting market research to cooperative members, and managing NRCO’s community solar development and operations. Before joining NRCO, Scott worked for ACES as a Real-Time Trader, managing electric cooperative portfolios in SPP, ERCOT, and CAISO.

Justin Mahoney

Justin Mahoney

Senior Clean Energy Analyst

Justin Mahoney is a Senior Clean Energy Analyst for National Renewables Cooperative Organization (NRCO). Justin joined NRCO in November 2022. In his current role, he is responsible for conducting research and analysis on clean energy markets and emerging technologies, development and maintenance of business intelligence platforms, and assisting project developers in the development, project structuring, financial valuation, risk assessment, deal negotiation, and origination of renewable projects for NRCO members.

Prior to joining NRCO, Justin oversaw the construction of over 100 single-family homes as a Project Manager in high-volume residential construction. He also served as an active-duty U.S. Army Intelligence Officer from 2016 to 2020 and continues to serve in the U.S. Army Reserves.

He holds a B.A. in International Relations with a minor in Political Science from the University of Kentucky.

Kolton Popp

Kolton Popp

Senior Clean Energy Analyst

Kolton Popp is a Clean Energy Analyst for the National Renewables Cooperative Organization (NRCO). Kolton joined NRCO in 2023. In his current role, he manages NRCO’s weekly Insider emails and publications, oversees community solar programs, conducts research and analysis on clean energy markets and emerging technologies, and supports project developers in the development, project structuring, financial valuation, risk assessment, deal negotiation, and origination of renewable projects for NRCO members.

Prior to joining NRCO, Kolton served as a Staff Weather Officer in the Indiana Air National Guard, where he served in traditional meteorological roles, as well as multiple statewide assignments during the COVID-19 response. He commissioned in 2018 after earning his B.S. in Atmospheric Science from Purdue University and is currently pursuing his MBA through Purdue University Global.
