Michael Keyser
Michael Keyser serves as Chief Executive Officer of NRCO, leading the organization’s market intelligence and project-development work for electric cooperatives nationwide. He guides NRCO’s strategic direction and leads a multidisciplinary team focused on helping members evaluate technologies, navigate changing markets, and execute complex energy projects.
Before joining NRCO, Michael spent 11 years as CEO of BARC Electric Cooperative in Virginia and 5 years as CEO and General Counsel of the American Samoa Power Authority. He earned a bachelor’s degree in business from Washington State University, a law degree from Seattle University School of Law, a Lean Six Sigma Black Belt from Virginia Tech and is a certified Project Management Professional (PMP) through the Project Management Institute.
Todd Bartling
Todd Bartling leads the development, commercial structuring, financial valuation, risk assessment, origination, and negotiation of clean energy projects for NRCO members. Since joining NRCO in 2009, he has also contributed to emerging-technology evaluations, strategic research, and member publications.
Previously, Todd served as Director of Member-Client Services and Director of Structuring at ACES, advising utilities and independent power producers on wholesale markets, hedging strategies, and generation-asset valuation. His earlier experience includes IT consulting and investment banking. Todd is a Chartered Financial Analyst, holds an MBA from Indiana University’s Kelley School of Business and is a certified Project Management Professional (PMP) through the Project Management Institute.
Michael Loenen
Michael Loenen manages the development of wind, solar, and battery-storage projects for NRCO members. Since joining NRCO in 2016, he has helped maintain industry relationships, evaluate market opportunities, and track emerging trends affecting clean energy development.
Before NRCO, Michael spent 16 years at ACES, primarily as Director of Origination, leading the origination and trading of physical and financial power and generation assets across ERCOT, SPP, MISO-South, and WECC. He holds bachelor’s and master’s degrees in mathematics and economics from the University of British Columbia, an MBA specializing in energy economics from the University of Alberta, and is a certified Project Management Professional (PMP) through the Project Management Institute.
Scott Bradtmiller
Scott Bradtmiller leads the development, procurement, and execution of renewable-energy and storage projects for NRCO members. His work spans utility-scale solar, wind, community solar, and battery storage, including commercial structuring, contract negotiations, grant strategy, regulatory compliance, and project delivery.
Scott joined NRCO in 2017 as a Renewable Energy Analyst and advanced through increasingly senior project-development roles. He also evaluates emerging storage technologies and evolving market opportunities. Before NRCO, Scott worked at ACES as a Real-Time Trader, managing cooperative power portfolios across SPP, ERCOT, and CAISO. Scott holds a bachelor’s degree in accounting from Ball State University and is a certified Project Management Professional (PMP) through the Project Management Institute.
Justin Mahoney
Justin Mahoney supports the development, structuring, financial evaluation, risk assessment, origination, and negotiation of clean energy projects for NRCO members. Since joining NRCO in 2022, he has also conducted market and emerging-technology research and helped develop business-intelligence tools and software that turn complex project information into practical decisions.
Before NRCO, Justin managed the construction of more than 100 single-family homes in high-volume residential development. He served as an active-duty U.S. Army Intelligence Officer from 2016 to 2020 and continues to serve in the U.S. Army Reserve. Justin holds a bachelor’s degree in international relations with a minor in political science from the University of Kentucky, is currently pursuing an MBA from Purdue University’s Mitch Daniel’s School of Business, and is a certified Project Management Professional (PMP) through the Project Management Institute.
Kolton Popp
Kolton Popp leads recurring market-intelligence publications, conducts research on clean energy markets and emerging technologies, supports member solicitations, and helps administer community-solar programs. He joined NRCO in 2023 and plays a central role in translating fast-moving industry developments into useful information for cooperative leaders.
Kolton previously served as a Staff Weather Officer in the Indiana Air National Guard, working in operational meteorology and supporting statewide assignments during the COVID-19 response. He commissioned in 2018 after earning a bachelor’s degree in atmospheric science from Purdue University, is currently pursuing an MBA from Purdue University Global, and is a certified Project Management Professional (PMP) through the Project Management Institute.
