NRCO helps members determine whether an opportunity deserves
further investment through feasibility studies, market analysis,
technical review, and risk assessment. We also identify and
originate projects that fit a member’s portfolio, objectives, and
service territory.
Procurement & Commercial Structuring
We manage competitive solicitations, evaluate proposals, build
financial models, assess risk, and negotiate term sheets and power
purchase agreements. NRCO can lead the full process or support only
the pieces a member needs.
Development & Project Management
From early-stage diligence through commercial operation, NRCO
coordinates developers, consultants, internal teams, and critical
project decisions. Our involvement can expand or contract with the
assignment, allowing us to function as an extension of the
member’s staff.

Some needs are larger than a single asset. NRCO can design and
manage coordinated programs involving multiple projects, such as a
portfolio of battery-storage developments deployed across numerous

Grant Strategy & Delivery
NRCO identifies federal, state, and other grant opportunities for
which a cooperative or project may qualify. We provide end-to-end
support, including strategy, application development, supporting
analysis, submission coordination, and post-award assistance.
